 Heating not good enough. Could the boiler temperature be the issue?

My apartment heating has not been good enough this winter compared to the past. I live in a high riser with hot water central heating system. I know there were issues at the beginning of this season with the boiler, it had to be fixed. Could the reason be that they have set it up now to a lower temperature then before? I'm just trying to understand if the issue is outside or inside my apartment. In the past years the heating has been good. This year the radiator doesn't get hot enough so far although it get heated. And the thermostat seem to work fine and is at the max.
Any advise would be appreciated.

water temperature certainly has a major effect on the amount of heat the radiators give off.
possibly ?? when the work was being done they install a device to regulate the maximum water temperature according to the outside temperature.

There are multiple possibilities, and low water temperature is only one of them. Someone would have to be at your location and do several tests to determine what the problem is.
