The design did not account for the location of the sensors that controlled the regulators. I wonder why not? Did somebody retire, and nobody else knew how the system was set up? Glad I was not the PE who stamped those plans.
No regulators at houses, is that right? So regulator stations would allow up to 75 psig to go straight into the houses, once the sensors were taken off line?
No limit on how far the regulators could open? I wonder how much they would have been open at 7 AM during a cold snap. Could they have had an emergency shutdown if system pressure went over 2 psig, something like that? I have a hard time imagining a flare vent in a residential area!
Around here, every meter has a vented regulator. If working properly, shouldn't that regulator prevent a situation like this?
