I found this strange looking fitting underneath my basement floor.

It is 1 1/8" across the flats and is on top of a vertical shaft.
I am waterproofing may basement floor.
It has been there probably since 1922 when the house was built.
I moved in about 35 years ago and this if the first time I have seen it.
What is it?
Is it okay to just pour mortar in that hole or should I provide an access door?
