 Best way to repair chipped porcelain on sink

I noticed water leaking from the drain on a contractor installed, bathroom sink. Upon investigation, it appears that either the contractor somehow gouged the porcelain, or it came that way from the factory. I'm wondering if my idea to use a strong epoxy (PC-7) to fill in and smooth out the porcelain is a good idea? As it is right now, the gouge is why water is leaking even though there is a rubber gasket.

100 % silicone caulk generously spread all around the bottom of the sink will work.
spread it, slide washer up, tighten the nut, wipe off any excess, wait an hour and you are good to go..

Thanks. I thought the epoxy might help ensure the porcelain didn't crack more but I guess the silicone should stop the leaking so that's what I'll do.

i'm guessing that the epoxy and the porcelain will expand and contract at different rates.
this can do more harm than good.
the silicone is flexible so no problems when you run hot water down the drain..
