Found this in a garden near my property. Any ideas? For an old gas light?

I don't know, but it looks like a garden hose guide. The guide rotates and allows a garden hose to be pulled through the garden without dragging it through the plants.

I don't disagree, BUT, I yanked on it this morning and it doesn't come out... Definitely attached to something larger underground. I'll look around for more of them.

You may have to dig around it a little bit, it may be an actual pipe or a hose guide set in a small amount of concrete to anchor it.

Its on a retaining wall hill. Part of city property near train tracks.
Nowhere near water.
Stumped!
