 Recessed gas line in kitchen

Hi Folks! I am renovating a kitchen in NJ and need to have my plumber install a gas line for the oven / range. In order to gain a couple inches against the wall I have asked my plumber to place the valve in a recessed cavity with in the stud bay. Not enclosed, just set into the wall instead of the valve being on the outside of the wall. He said that is a no no - he can't do it. Is this accurate? Why is this?

I've done it with no objection from inspectors. I tape out the recess(drywall tape, mud,.etc), so any gas that might somehow escape will not fill the stud cavity, but will vent into the room. Call Bldg. Dept and ask if it's against local code.

kinda make no sense to me. i do it all the time.
