That is not something that is adjustable.

level in the tank is adjusted by the float, the level in the stool (if little or no water) is a function of the fill tube. if water is not running strong from fill tube when tank is filling, the diaphram or gasket inside ballcock is in need of replacement.

What type of w/c do you have?
If it's a Kohler - the blue donut on the chain can be raised a little. - It is usually not necessary.
If you use Charmin paper, try Northern. Charmin is not good for any w/c.

Don't say that. I have stock in Charmin!!! Anyway You would want to lower the donut on it's chain. If it still won't flush good, take it out and sneak up to Canada and buy a 3.5 gallon flush toilet. The Kohler K-3520 is the best one ever made. That should stir the old controversy pot!
