What about the down flaying material? And my thought on the pebbles was it could be from past
Fish aquariums or my wife's plants? Or am I just wishful thinking?

Or the pebbles and mud could be gravel (and dirt) they laid in the trench when they installed the sewer drain line, if the line is broken open. This isn't a septic tank lateral line, right?

No this is not a septic system. It's the line from my basement

Time to call a plumber to camera the line and find out it the line is indeed broken or if the fish tank pebbles is the problem. if the line checks out with no breaks then have the same plumber if possible Jet the line to push everything to the main in the street.
