American standard bathroom sink - cold water only used to shave and brush teeth - from U bend / p trap a short 6" pipe to waste - problem from the sink to the clean out quickly clogs - is this because of cold water and sticky toothpaste and bristles from shaving? - what can I do - currently manually de clogging from the clean out every 3 months or so. No hot water faucet.

Hot water may help a little but it shouldn't be clogging that much just from toothpaste and shaving even if you are just using cold water. Maybe your drain trap is too deep, or things aren't sloped correctly, can you post a photo of it? Does the tub drain ok in that bathroom?
Until you figure out why the drain isn't working very well you could try putting a sink strainer in that sink to catch the bigger stuff, they come in different styles, cleaning the strainer should be easier than taking that drain trap apart so often.
Here is one example:

Kind of confusing where the clog is.
"problem from the sink to the clean out quickly clogs" suggests its between the sink and cleanout, yet "currently manually de clogging from the clean out every 3 months or so" suggests its downstream of the cleanout.

According to his title, the stoppage is in the trap, indicating that the water flow is not enough to carry the debris down the drain.

You don't want the sink trap to be so deep that solids have trouble moving thru the trap. (but you'd never lose a diamond ring this way).
