 Remove Tap Handle

I need to change a washer, normally I find the nut connecting (holding the handle on) under the h and c (cover). This tap does not have a removable h and c (cover). There are no screws or anything on the shaft ( the thing the handle sits on) one of the 4 handle spokes was loose I unscrewed it and there was nothing under it that could be unscrewed. the taps look like this

This may or may not be the exact tap I have no idea I only moved in a few days ago and found a dripping tap.

If one of the spokes unscrewed, there might be a screw down in the hole that attaches the handle to the stem. You've looked carefully ? You're sure the H + C caps don't come off ?

yeah, if only one of the spokes unscrews then that is probably part of the removal process..
sometimes the removable spoke itself is what secures the handle to the stem ??

Thank you for your help. With a bit more googling I found that it is an anti vandal tap. needs a special 2 pronged tool that unscrews the tap handle from underneath.
A side note... There is no reason for the spokes to unscrew.
