 Toilet fills only after shutting water off and back on again

For some reason the water doesn't flow through the fill tube after each flush unless I turn off the water behind the toilet and back on again.

Your fill valve is clogged with debris. What kind, I do not know. You might have to drain the tank and remove the valve to clear and clean it properly.

Why not consider replace the fill valve with a new OEM valve.

What brand of toilet do you have and how old is it?

It is a functional problem with some Fluidmasters. You need a new cap assembly, by the easiest repair would be to replace the fill valve, since you may not find a replacement cap.

Briggs toilet...10 years old. Replaced fill valved a few years ago

Try replacing your fill valve. That should fix the problem. In my experience whenever a toilet has issues filling, replacing the fill valve will remedy the situation. A fill valve can last a week or it can last years.
