 Reattaching a tub drain stopper with rocker arm

Sorry if this is a really simple question, but I have a feeling that because it isn't working simply that something else is wrong. I have an enclosed tub (tiled in, no access panel). The fixture is Kohler, and the lever turns (it is not a switch that flips up and down) 180 degrees.

The stopper with rocker arm came out, and I have not been able to get it to re-engage with the lever when putting it back in. It will slide all of the way in, and falls into the bottom/stopped position. Turning the lever doesn't move it, and I haven't been able to get it to rest in the "up" position. I have tried inserting it with the lever turned all the way in either direction and various points through the turn. The only thing of note on the lever is that whether or not the stopper is in the tub, when turning clockwise it gets about 2/3 of the way through the turn and I hear and feel it catch and hang up, and then as I continue to turn it, it releases - it kind of feels like it pops.

I haven't pulled the lever out yet. So my question is whether or not I am just doing something wrong, or whether there is is something not right about this and I need to pull out the lever as a next step.

The rocker arm does NOT "engage" the mechanism. It just slides under it, so either the mechanism is too short, or something is missing from the rocker arm so IT is too short to reach under the mechanism.
