I bought this house last year and I am wondering if anybody can tell me if this is a rough in and what it is. I'd like to finish the basement and put in a full bath if possible. Thank you.

It does appear that it is the rough in for at least a half bath, is that a water line hanging down from the ceiling just above those pipes ? Is there something written on the large black piece on the floor ?
If in fact it is a rough in, a wall will need to be built around that the small vertical black pipe, the sink can go anywhere along that wall, and the toilet will sit where the larger black piece is on the floor.

to add to that, you will need to have slightly more than 12 inches from the finish surface of the wall that you build to the center of the toilet flange so the toilet will fit.

It appears that the dehumidifier in the corner has a hose running to a drain, maybe for a tub or shower.

If so, it would be in a Weird location relative to the toilet and "vent' line behind it. But, there is something, (a pipe?) to the right of the toilet that MIGHT have something to do with the rough in, or it could be a drain from upstairs.

The black cover is for an "anti flood" backwater valve, NOT a toilet connection. Where is that Studor vent located?
