Greetings,

I blocked in the water to my house for some bathroom work and when I opened my garden hose to drain the system I had hot water coming out. Do I have a water heater problem?

no, sounds like you are syphoning out the water heater. usually opening a faucet will let air in and stop that..(usually)...

You might want to shut down your water heater if it is electric by turning off ckt breaker, in case the water level in water heater drops below top element and burns it out.
