 What material is this piping insulation?

Hello all!
First floor kitchen has drop ceiling, under which, among other things, is second floor master bathroom plumbing. My guess, the piping is cast-iron but what material is the piping insulation?

Fiber Glass it itches when you rub against it with your skin. Do not breathe this material into your lungs.

What's the black stuff on top of the fiberglass?

Usually this fiberglass has a paper cover and it could be black. If the black is inside it could be tar from the manufacturer of the Cast Iron or some kind of adhesive.
