Why can't a waterless urinal be connected directly to sewer line in a one way valve is between drain and sewer that would keep fumes from coming up the drain line?

It would only take about a week before it was so fouled that it would no longer open.

it is connected directly to the sewer...the cartridge is the trap

The cartridge has a trap that holds an oil that serves as seal, right?. Not being a plumber, I assume the only purpose of the seal is to contain the fumes. If a a one way valve is positioned far enough to avoid contact with any fluid other than the urine, why wouldn't a flap, made of a non-corrosive material, work the same as a cartridge?

I appreciate your input

Because the urine has so much "calcium" in it that it would clog the valve in a VERY short time. have you ever seen the interior of a urinal drain pipe, or the urinal itself?

The Smarty Bee cartridge utilizes water for the trap seal.
