 Shower is either too hot or too cold!

I have a 3 knob shower kit as you can see in the image below. Left knob is hot, right knob is cold, and middle knob is the diverted. The problem I am having is that when I turn on the hot water it's hot, but when I barely turn on the cold water to adjust the heat it goes cold. There is no in between. I have already changed both the hot and cold stems. I don't think the issue is with my electric water heater as I have plenty of hot water and it lasts a while. Any ideas what the issue could be?

Edit: Also, have no issue regulating the temperature in any of my sinks. It's only the shower.

Water pressures. the other cause could be at the stops supplying the showers. You might want to consider the bi-temp shower head, or a single handle mixer.

so if you turn on the hot side full blast, do you get plenty of water flow or does it just trickle and look weak?
i'm thinking debris in there somewhere..
