 Shower diverter problem

So I have a single handle eljer shower only diverter that is only running hot water. I took the cartridge and basically everything off of the diverter after shutting off the water. If I turn the hot shutoff valve on it comes out the left diverter hole. Turn that back off and turn the cold on and nothing. So going to the sink if I turn on the cold knob water comes out the sink, but not the shower. However if I turn both the hot and cold knobs on the sink on, cold water comes out of the sink, and shower through the hot water hole, not the cold.(hot is still shut off). So to have cold water in the shower, I need to have both sink knobs turned on. Stock a wore through the cold diverter hole and wasn't clogged. It doesn't have a pressure or hot temp controller on the diverter. Anything else I can do except replace it?

After removing the shower lining and cutting out the diverter, this is the issue.
