I recently had a Moen bathroom sink faucet installed. If I turn on both the hot and cold water all the way,I thought that I would get warm water because I was in mixing hot and cold water together.
Instead with both hot and cold fully openI get very hot water as though the cold water isn't even on. If I repeat this process now I get very cold water even though both the hot and cold are wide open.
I would also like to add that the flow of water is quite slow even though the valves under the sink for hot and cold are wide open.

is it a widespread faucet or a 4 inch centerset ?

If you remove the aerator from the end of the spout, I suspect you will see a big increase in the volume. It may need to be cleaned, it's fairly common for old cut off valves to release a bit of debris after they have been turned off and back on after years of being idle.
