 Sump pump won't stop!!!!

We have realized recently that our sump pump is filling and emptying every 10 minutes or so day and night W/o any rain. As we thought about it, it ran all winter, and formed a skating river across our driveway! We used to have water pool on the east side of our house in heavy rains, but haven't noticed it this summer! So, we can't figure out where the water is coming from. We live in a high area, the only house higher than ours is next door and sits about 4 feet higher. On our east side the next house is about 6 feet lower! We've made sure gutters, extensions are all taking water away from the house and we had the city water folks out to test our connection to that source and they found no evidence of a leak! Our crock has two drain tile hoses emptying into the crock, one side is dry, the other has water constantly running in??? What do we do! Our plummer says as long as the sump is running it's not something he can fix?? It's driving us "WET"!

stand by, unplug the pump to see how high the water gets. be ready to plug it in if it gets too high. this will give you an idea if it is ground water..
