 T and P valve discharge

Came across a WH in a basement where the installing plumber ran the drain from the temperature and pressure relief valve up to the first floor and out through the wall to the exterior. There was a floor drain but down a hall in a bathroom opposite side of this finished basement. What would be the correct way to run the piping from the WH T & P valve in this basement?

The only "correct" way is sloping continuously downward between the heater and the termination.

MA codes simply says leave the end of the drip leg 12 inches above the floor so you can put a bucket under it.

"Your code" must also have a paragraph that there cannot be any valves or rises in the line which can trap standing water. It is part of the National Gas Code which governs water heaters.

no plumber in MA would bother to run the discharge up hill. all we are required to do is face it down and put a full size pipe in it to within 12 inches of the floor.
