 2 shutoff valves, both restrict water 100%

I have Rheem tankless system Had a new bath tub installed included adding shut off valves. There is very little hot water to the bath tub. I tried adjusting the shut offs and realized both shut off the water entirely. There is hot water every where but the bathtub. Thanks for any advice

That is what is supposed to happen. The valve is balancing the pressure between the hot and cold sides, so if either one has zero pressure because you turned it off, it automatically turns the other side off also.

Maybe the flow rate of the tub faucet exceeds the rate at which the Rheem will heat, or at the other extreme there's not enough flow at the tub for the heater to operate correctly. What style of tub is it ? What kind of tub filler ?

I think before purchasing any bathtub, it is important to know all the functions so that it would not be difficult later. Many of us do not pay much attention at that time. If you have any problem related to the product, instead of doing some DIY tricks, contact the manufacturer or other professionals for help and right advice.
