In some bathrooms and kitchen when I turn on the cold water it's hot for about 5 minutes before it turns cold. I'm obviously wasting a lot of water by running it for so long. Also noticed that the water in my toilets are warm.

There can be many causes. Some are correctable and others you have to live with. It would have to be checked on site by a plumber.

You have a cross connection somewhere. A Good Plumber should be able to find it quick. could be a washing machine...a shower valve....see a lot of hot and cold hose connections twined together from a mop sink "going to a hose spray" do it to. Good luck.

You can neutralize the system by flushing and feeling the cold lines as they begin to heat up. Hot water pressure can be 2-5 lbs greater than cold water, so if you have a bad check valve or cross connection in your pipes, this can happen.
