Good morning,
Whenever someone uses the upstairs bathroom whether its the toilet bowel or use the shower its backs up into the bathtub downstairs. How do fix that problem....

Fix ? How old is the plumbing in the house? Yes it sounds like a clog. Do you have a cleanout or access to the waste line? I would not use chemicals or try plunging at this time, until you discover exactly where the clog is. Are your pipe cast iron or plastic?
Last course of "Fix" is to remove a toilet and use the proper cable in the opening.

Not sure how old is the pipes. Which toilet do I start with the one upstairs or downstairs to try to remove the clogged. I gather once I find the clogg and remove the water will drain from the downstairs bathtub..

Your description sounds like classic house sewer blockage with the overflow finding the lowest fixture in the system. Do you have any outdoor clean outs? Check them first.

The problem is pretty low in the system, possibly even outside. Are you on city sewer or do you have a septic tank ?

Septic Tank System. Beware and be Cautious. Your waste system is loaded with bacteria and who knows what, besides human waste. Septic Systems are for those who are trained and certified in properly cleaning them and backwashing. Wear gloves that go up to your elbows, with cuffs.
