OK just a week ago put in a new fluidmaster 400
Tonight I flushed thhe toilet and right then turned on the sink water, the toilet flushed but I didn't hear water coming into the tank
Took off the lid and the float was stuck in the up position
I pushed it lightly andd it dropped and filled.
I flushed it 3 more times and it was fine
Ideas?

I've had a few 400's do the same. If yours has the 'flapper leak sentry system' check that first. Otherwise, the few I've dealt with involved the mechanical arm or linkage. Can't remember the fix but check that system over thoroughly.

How much clearance do you have from the float to the back of the tank ? I've saw a few floats hang because they were too close to the tank.

Yes, you can turn the fill valve and the float, not being center on the tube , will rotate toward or away from the back of the tank.
