 Water Main seal leak

My water main enters the house in the basement. There is water dripping in onto the floor, not much but enough to cover a 2ft x 8" space on the floor. The house was built in 2015. There is duck tape wrapped around the copper that goes through the foundation and the hole was sealed with some sort of spray in foam. The drip is coming off the foam right where it enters the house.

It started a couple weeks back. The water appears to be clean. The sump pump hole next to it is about 4 foot deeper and is empty/dry.

Should I dig out the remaining foam and reseal with a silicone? Should I dig down on the outside of the house and reseal or does it really matter as long as I can seal from the inside? I'm assuming that because it is not more of a consistent drip (it will have more some days and almost dry others), it's not a pin hole leak in the main.

Any help would be appreciated. The builder is hands off and says it's normal for the seal to dry out. They recommended a titanium silicone sealant, but I just want to make sure I shouldn't be digging up the outside and resealing the entry point.

dig down outside to find the source of the leak. if it is ground water then sealing the hole is the correct repair.
also ask the builder WHY he didn't use titanium silicone in the first place?

If it is a pipe leak, sealing the hole will just hide the problem.
