what is the best technique to get the pipe round to accept a fitting?

I use the Pasco 4345 copper sizing tool. Manufactures description list it for use on type "M" copper - I've used mine for years on hard and soft "L" with no problems.....

what type fitting?
you can not soft solder underground. you must either flare or braze a joint..
why not just use a dressor coupling. they have rubber compression sleeves that make the seal and are very forgiving when used on pipe that is not perfectly round.

You CAN soft solder underground, just not under concrete indoors.

The only way the type of copper would have any effect would be if it were an "internal resizing" tool. To restore out of round tubing you need an "external resizer" and ALL copper has the same o.d., (but as a practical matter, you usually need both internal and external tools to get a good fit).

In the past I have used a crescent wrench to get the pipe closer to round again. You only need it round enough to get the dresser coupling on.

I was able to use my pipe reamer/deburrer to get the pipe round enough at the beginning. Then I used a copper 90 and worked it on and twisted and used the fitting to round the pipe. I then soldered on copper 90's with a inside PEX adapters facing up and then connected the two ends with PEX pipe and 2 more PEX 90's. Time to review the code on this. Bottom line is that my solder joints will last way longer the rest of the copper main which is running thru trees causing the breaks. Would like to buy the proper tool. Please post a pic of the right tool, the name and who sells its.
