 Septic odor from tank outside

I am just moving in to a basement suite in a house, there is a strong smell of sewer gas, most significant in the two bedrooms on the back of the building.
Yesterday I found that there is a 3 foot sewer pipe with a cement lid about 15 feet away, in the back yard.
How can I test to see if this will cause health issues, and can anything be done?

Any chance the cover can be sealed and covered with dirt. Depending on winds and barometric pressure the odors will be unhealthy and unpleasant for you. Do you have plumbing codes in your area?
