Its clearly a cartridge. Stems, have the need for a "seat"
Try soaking it in vinegar for several hours and then rinsing before installing.

Soaked both the hot and cold cartridges in vinegar for a couple hours, put them back in, it's still leaking. However, I do know that it's a problem with the cold water cartridge, because when I turn off the cold water valve and keep the hot on, the leak stops. So, do I have to replace the whole cartridge? Or is there just one or two pieces on it that I can replace?

They do NOT sell "parts" for ceramic disc cartridges so you replace the whole thing.
