We turned off the hot water shut off handle to our kitchen so hard that the round metal handle broke off. We are trying to turn the hot water back on any way we can. Can I use pliers on the Square topped bolt that sticks out, without cracking anything?
We live in a 6 unit building without access to the main shut off and can't afford to crack anything.

No way to tell from here. It should NOT happen, but it depends on how the valve is constructed.

With caution and caveats... you can. I'm guessing that you live in an apartment and repairs are done by the owner of the building. Remember if you try to repair and fail, you could be held responsible for damages.
