 Toilet Flange Inspection

Hello,
Another question about Toilet Flanges. I'm installing brand new toilet flange for a new toilet. The drain has been located and installed. In the whole area where the toilet is installed the sub floor was removed. Now I'm going to replace the subfloor 5/8" and install an additional underlayment of 3/8 as required by the DITRAHEAT system for the tiles used. For the toilet flange the best practice is to install it above the finished flooring, but at the time of the inspection only the subfloor would have been installed. What to do? Install the underlayment and anchor the flange, or measure the stack of the layers (plywood/ditra/tile) and pre cut but not weld the pipes until the flooring is in so the flange can be flush to the finished tile? Any help would be greatly appreciated.

the flange sits ontop of the floor tiles. leave a piece of pipe plenty long but not glued. after tiling is done, remove the pipe, cut it to length and glue it and the flange in place. secure the flange with brass or stainless screws..

Thanks for the Reply!!! Will that pass the initial inspection if it is not glued? So for the initial (first concealment inspection) they just want to see the parts?

If that inspection requires a water test, the loose pipe will not pass it.

I don't believe is the water test inspection. The name of the inspection is Plumbing Concealment.

The first time the inspector A was on site for the electrical inspection he mentioned the not gluing the pipes and just fitting them for the inspection. Now for the second inspection a new inspector B came along and was saying that the flange needed to be mounted permanently for the inspection, which not only contradicts inspector A, but makes no sense for a Concealment Inspection. I'm trying to be more informed before I raise a complaint to the county about their inspectors, but that's another out of topic issue.

leave the pipe long and glued with a cap

after the floor is FINISHED have your PLUMBER, not the 'jack of all trades, cut pipe and install flange ON TOP OF the floor

secure flange to subfloor using appropriate non corroding anchors

if the fitting below the floor is easily withing reach, get a rubber test plug that will fit into the socket of the fitting. tighten it in place and run a test if you have to.
afterwards remove the test plug and glue the appropriate size pipe along with the flange mounted ontop of the finish floor.
