I have recently bought an apartment in NYC. On all hot / cold water valves in my apartment there are no turn off knobs, but instead, a male 3/16" shank is in the location typically reserved for the cut off knob or lever. There is a four headed 'key' that I understand is available, but my problem is I do not know the name of that turn off key to be able to ask for it at my local hardware store? Need help

Take a cell phone picture of the valve with you when shopping for the key.

He needs a handle/key for a "loose key angle stop". THere is only one size. A "4 way hose bibb key" will also have one arm that fits the stop.
