Call in the health department and be prepared to move. I can't begin to tell you what is wrong, but the health department is a good start.

Did landlord say don't flush TP period, or no flushing TP until he had the drain line repaired in the next 48 hours?

Landlord tenant laws differs by state.

But each state has a maximum time period an emergency failure must be responded to and rectified...start counting from the time when your landlord receives a WRITTEN request. So first thing to do is to send a note to your landlord requesting the repair be made in writing. Text, email, snail mail.

Next is to determine if your situation is an emergency as defined by your state's landlord tenant statue. A three bathroom house with two working toilets and one broken toilet is not considered an emergency while a 2/1 with a broken toilet is. The difference is how long the landlord has. Non emergency may have a 30-60 day repair timeframe while emergency may be 49-72 hours plus you might be able to get reimbursed for hotel stays while the repair is being executed.

Also review your lease agreement, any language in there about tenant being responsible for plumbing repairs?
