 Fill Valve or Water Shutoff?

The fill valve in my Kohler toilet is not working right. It's an older Fluidmaster 400A universal fill valve, and when I flush, water leaks out of the valve cap and nothing comes out of the refill tube. However, if after I flush I turn the water off at the shutoff valve and turn it right back on, everything works perfectly, water comes out of the refill tube as it should. I have flushed out the valve, but nothing changed. Do you think the issue is with the fill valve or the water shutoff, or something else? There is no water leakage from the shutoff valve or anywhere else. Any suggestions? Thank you.

I had that happen to me too... time to replace the fill valve.

Sometimes you can just replace the seal inside (part number242) but I only do that if the fill valve itself is somewhat newer; otherwise good excuse to replace the fill valve and maybe the supply line too
