Hi,
Just wondering ,
If I take out the clean out and move the WC vent to the place that the clean out was before,is that can be also vent for the sink?

no... the sink vent must start above the trap like the trap in the top of your picture.

when you flush a toilet the water in the bowl syphons out completely. the bowl then is refilled via the refill tube as the tank refills.
so in the case of a toilet you want it to syphon its internal trap so it can empty and carry away waste. . but the sink trap does not want to be syphoned because it has no mechanism to refill the trap.
the vent on the toilet is more to allow a free flow of air so the water in the pipe can drain rather than acting like a coke bottle turned upside down.. glug glug glug..
