I have a dual bowl sink with garbage disposal on one side. I can run the disposal and that side drains into the other side. Once I stop the disposal, then both sinks fill up equally. The dishwasher also has standing water that wont drain either. I have taken everything apart, no plugs. I have ran a 15 ft snake down the drain below the air vent and came up empty as well. I cant seem to find the blockage if there is any?

You did your best, without success. You could/might damage the line. Time for professional intervention. Call a Licensed Plumber and watch what they do. In the end you will have peace of mind and drains that drain.

A 15' foot snake coming down from the roof, will just barely reach past the sink connection, which is seldom where a stoppage is.
