The bathroom sink leaked water from under the handles so I went to the plumbing supply store and got two new replacement cartridges for my Delta faucet. I went ahead and replaced the cartridges and re assembled the handles. When I turned the water back on from the valves under the sink, water flowed freely from the faucet while the two handles do nothing when turned.
Is there a specific orientation I need to achieve with the cartridges and the metal stem? I don't really understand how it all works so I apologize if this is very elementary. Could they have given me the wrong cartridges? The bag said "Delta" and I brought in the originals for them to go by.

Did the stems look like this, and if yes, did you replace the cup seals?

with the handles removed, the stem will turn 360 deg. does the water stop at any point?

Thanks for the replies.
I did replace the cup seals and springs.
I will check in a few hours if turning the metal spine 360 deg affects the water flow.

Turns out I had the springs and rubber seats reversed. I had installed the rubber seat first then the spring. Working great now.
