Are Scald guards required on Garden/Soaking Tub Faucets?
In North Central Florida, is there a Building Code that calls for it?
If so how do you do it?

You install a pressure balancing or thermostatic control in the water lines to the tub.

around here they are only required if there is a hand held shower hose attached to the faucet.
if it is required, you have a device installed that limits the hot water temperature to 109-112 deg F...

Here in NC they are required on all bathing fixtures. I'd just use a Delta Scald Guard faucet.

Do you have any info on the ones for Roman or Soaker type tubs?
I don't see them on the Delta site...

Is there any requirement to provide access to this valve to adjust the temp for the homeowner in future use?
Do we have to install some kind of Access Panel in the Roman Tub, Tub Deck Tile?

It does NOT regulate the temperature. It only maintains equal pressure in the hot and cold water to the tub. It does need access because it can fail eventually.
