Outside tap only leaks from under top cap when hose is attached. If I don't have the hose attached, there isn't a problem. Can I safely use this tap until I have a plumber fix the problem?

Yes, it'll be fine. I'd say the vacuum breaker rubber seal is deformed and needs to be replaced.

I brought the parts to a plumbing store and they said there was nothing wrong with that. So I am wondering if the rod(?) that goes into the house needs to be replaced. Maybe the owner prior left a hose on and there was freezing?

If there was freezing, the water would run out from the surface the faucet is mounted to. Those little washers at the vacuum breakers can get out of position and cause leakage from under the cap.

The plumbing store replaced those washers. I'm wondering now if I should just purchase another assembly and try that.

If you're sure the water is leaking from under the cap, then yes, that's what I would do.

OK, I replaced the parts and, while not leaking when using normally without the hose, it still leaks when there is pressure from the hose being attached.

Hmm, maybe there's a hair line crack in the faucet where the vacuum breaker goes ? If so the entire faucet may need to be replaced.
