We want to install an automatic faucet in my work restroom and do not want freezing cold water to come out of it. Should we also install a mixing valve, or without the mixing valve, should we just connect the faucet to the hot water line instead of the cold water line? (The water never seems to get very hot here anyway.)

Depending on the style of the faucet, many already have "mixing/temperature control" devices with the faucet.

I have been promoting automatic faucets for more than a decade. Its definitely the way to go for many seniors, those disabled and professionals that are required to wash their hands without touching the faucet.
Hot and Cold are based on water flow. Any faucet that sits idle overnight will act slower to bring combined waters to the right temperature.
Chicago Faucet, Sloan Valve, Central Brass, Moen and Delta, are just a few that have pre-mixed and adjustable temp faucets with motion sensors and shut off without touch.
