For a pedestal sink on tile, I'll shim the base as needed and then mix up some matching grout and grout around the entire base. As for the gap, I'd pull the sink 3/4"- 1" off the wall and allow a little more gap. It looks better spatially and won't interfere with trap alignment in your case.

i would do whatever possible not to have a gap against the wall.
as for the base, it does not need to be secured to the floor with a bolt. grout would secure it. place the shims, trim them back and apply the grout. (plenty of it).

in the olden days:
shim it using 1/2 wide cardboard 'stacked' as necessary
copious plaster of paris with shims in place
after 20 minutes set time
remove shims and plaster 'gaps'
1/2 hour - voila - PERFECTION
exactly the same for a water closet

I'd use plastic shims used for toilet bowls, then use a sanded grout caulking to fill the void at the floor.
I would put the sink against the wall and caulk the joint to the side and rear walls.

a pedestal sink should be centered on the drain trap
either
re-rough the piping
or
live with the 1/4 gap
or
pick a smaller sink
or
forget the pedestal design
