Can I use a 4 inch sander to sand cast pipe down so my PVC flange gets flush with my new floor

a flange that relies on a rubber gasket to make a seal will always seal better to a smooth surface rather than a rough surface.

I was more worried about the cast cracking, and sewer gas with using a sander

the BACK of the flange should sit ON TOP OF your finished floor

that can't be answered from here.
if the cast is in good shape, nice and thick, you have to hit it with a heavy hammer to crack it.
if it is thin and worn, it may already be cracked.

How does the PVC flange attach to the cast iron pipe? What are you sanding, the end because the pipe is too long?

steve, i may be wrong but i thought he was using the plastic flange that compresses rubber gasket around the pipe by tightening stainless bolts ???
