From your description, sounds like you must turn the water off, remove the handle and disassemble the chrome covering of the valve, then disassemble the valve to flush the debris from the water opening into the valve body. You will need someone to turn the water on and off very quickly and try to capture the flow with a plastic bag taped so it will not flood your bathroom. Then reassemble and you should be good do go. Make sure your aerators and shower head are clear of debris also. Good luck.
