Can i tie in a lav sink vent (1.5"winking smiley to a toilet vent (3"winking smiley then reduce the vent to a 2" above the flood rim level. Then take that up and over to a 4" vent that exits the roof?

my code says as long as you have one full size stack thru the roof then all others may be smaller.
just why you have a 3 inch vent for a bathroom is a good question. 2 inch is adequate. just reduce it in such a way that any rain that gets in will not be trapped.

You install your sanitary tee in the 4 inch upside down so it curves up.

Also the 3" X 1 1/2" tee needs to sweep up, I'd use a bushing in that tee to get back to 2".
