I have an outdoor spigot that is not working (no water coming from it). The spigot itself looks fine. I've followed all of the pipes indoor to the exterior wall and did not find any shutoffs that are not open. As a matter of fact there is another spigot in the house that taps off the same supply line that is working fine. Just before the pipe goes to the outside, there is a brass fitting that seems to convert the pipe size up to a slightly larger size. This fitting is brass and has the word "DOWN" embossed on the bottom. Do you know what this fitting is and can it be the reason I have no water at the spigot?

Give it a few sharp wraps with a screwdriver handle. It looks like a check valve, and may be stuck.

That is the back end of your frostproof faucet. It is where the shut off action occurs with the stem and seat. Are you sure the handle is actually turning the stem or could the handle be stripped?

I took the faucet apart and you are correct. When I pulled the stopper out water free flowed. The handle is turning properly but still does not let water through. I'm going to try shutting down the water supply and cleaning it out with something.

It is marked "down" because when it is installed, the person is usually not where he can see the hose outlet. Therefore, they mark the bottom "down" so he knows how to connect it properly.
