 shower is hot, bath is only warm, on-demand water heater

I have a Moen setup, I have an on-demand water heater in this remote bathroom. When I run the shower on full hot it comes out very hot, when I run it through the bath tub faucet it is hot to start with (after switching from shower) but then gets luke warm. I have determined that the flow rate through the shower allows the on-demand to keep up, but the flow rate is too high for the bath tub faucet. To fix this, I turned the Moen valve upside down so that when I turn it on slightly I can control the flow for hot out of the bath tub faucet. What I am wondering is if there is a way to restrict the flow from the bath tub faucet all the time so that I can run the controls the way they are supposed to be set. My work-around is slightly annoying.

Not with that, and many other valves also, since, unless it has a secondary flow "handle", they are designed to run "full flow" once they are turned on and the handle just controls the temperature.

Rats, that's what I thought, I guess my next best option is to just fill the bath tub with the shower head, could lay it on the ground in the tub. Thanks for the reply.

Restrict the flow through the on-demand heater.
