 Low/no water pressure/flow in shower....SOMETIMES (Tempress II)

Hi, everyone! Just some quick background to my issue:

- I'm renting a condo in Brooklyn, NY directly from the owners.
- I started renting in December 2014. I had this issue from the very beginning in the shower, but the toilet and sink have never had issues.
- The previous renters didn't have any complaints.
- At first the issue was thought to be with the shower head, but that was replaced and the issue reoccurred.
- A plumber took a look at the shower and said that we needed to call Kohler (with him so I have no actual details of what part we needed) to order the part to replace it(???).
- I did a little research and took off the shower face plate. I found the diverter (Tempress II), but I don't see anything seems wrong with it.

The issue is that SOMETIMES - I can't nail down a time of day or week or year - the shower will dribble some water out, if any. This will last - again, sometimes - for hours before the shower begins flowing normally. Sometimes we can try a few minutes later and it's working fine. I can always tell when it's not working because I don't hear this click in the wall and hear the rush of water. Sometimes if I turn it slow I can feel if it's going to turn on or not. It's crazy.

From everything I've read and understand, this has to be a diverter issue. I've just never been able to really understand how the diverter works to see where the issue could be. It's like something that triggers the water to flow is loose or worn, so it works every now and again (broken clock is right twice a day).

QUESTIONS:
#1. Is this a sign of a bad diverter? Would replacing the diverter solve this problem?
#2. Should the knob to switch between the shower and the tub pop back from the shower to the tub when you turn off the water? Or should you have to push and pull the knob (kinda forcefully)?

Start with replacing the cartridges on the valve and diverter
