I'm trying to make a crude device out of pieces of PVC pipe. There are 11 pieces and 6 T fittings.

Some of the lengths are important and I sized them assuming the pipe would slide into the fittings until it contacted the shoulder, but they don't. Even after twisting and pushing fairly hard the pipe only seems to go into the fitting about 3/4 inch and the distance to the shoulder is 1 1/8 inch (and not consistent). So the length is about 3/8" too long, plus it's not consistent, which is also a problem.

Is this a common issue when connecting PVC pipe to fittings?

it is a common problem when the fittings and the pipe are made by different manufacturers. sometime they don't fit all the way in and sometimes there is too much play and they are loose.
usually if you use primer and apply the glue quickly (while the primer is still wet) there is no problem.

Are you just dry assembling them or are you using primer & cement? If you are just dry fitting them most likely you will not be able to full seat the pipe into the bottom of the fitting as they are designed to be solvent welded together.

I have never had a problem, nor even heard of anyone having one, with "different manufacturers" pipe and fittings. The supply huuses do NOT stick with a single supplier for anything.
