Do elements ever crack and create their own leak? Is such a leak caused from a poorly welded fitting? This is an AOSmith 40 gal.,and only seven years old

There are many things that can cause an element to leak. The worst thing would be if the welded boss has a leak where it is welded, because that means a new tank. Leaks in the element itself can be fixed by replacing it.

My question is,should an element have been removed,and observed at by my moms plumber,before immediately replacing the tank.I made the phone call about an element.Is it that obvious that the boss would definitely been the problem?

No, the element should not have been removed. If the element is bad it would be visible by removing the access cover. There's a very small chance it was the element, more than likely it was the tank.

All he had to do was LOOK AT where the leak was. I have had MANY more leaking elements than rusted out bosses.

the gaskets that seal them inside tank can dry up
