 Is this a permanent fix for pvc pipe hole?

Verizon drilled a hole right through this pvc pipe and plumber who came to fix it repaired it like this.

Just wanted to know if it will leak or break again before wall guys come in to patch the wall

that is an ILLEGAL fitting. contact verizon and tell them to send a licensed, insured and bonded plumber. that is a hack repair and would NEVER pass inspection.
if you don't believe me, show this picture to your local plumbing inspector.

Packy's point is that the rubber coupling should have been one with a metal shield, assuming the line shown is a drain or a vent. If that assumption is wrong then it is probably worse.

if a drain line = shielded metal band coupling

if a water supply = solvent welded coupling
